FRAMEWORK CONVENTION FOR THE PROTECTION OF NATIONAL MINORITIES
The Council of Europe Framework Convention for the Protection of National Minorities (FCNM) was opened for signature in February 1995 and came into force in February 1998. By 2010, 39 member states of the Council of Europe were parties to the Convention. It is a binding instrument of international law and all states that ratify the Convention are expected to implement it to the best of their ability.
Presentations, Articles and Training materials on the FCNM were usually prepared while President of the Advisory Committee on the FCNM, that offers Advice to the Committee of Ministers’ Deputies on the implementation of the Convention.
